California Made Deal With Oracle Without Letting Other Companies Bid

In the mid-nineties California put in place an organization that was supposed to make sure that any technology products were put out to multiple companies who could bid on the projects – to make sure that the state got the best price. Seems like a good idea, right? Then why did that organization then make a deal with Oracle to buy databases from them without letting anyone else bid on it?
