Boucher Introduces Fair Use Rights Bill

Rick Boucher didn’t waste much time in introducing his fair use rights bill, aimed at modifying the DMCA. While this bill was discussed during the last session, it was more of a symbolic move, since everyone knew it wouldn’t come up for real until this year. This version is apparently identical to what Boucher introduced last year. There are two main points in the bill: making it okay to circumvent copyright protection for fair use purposes and making it legal to distribute circumvention technologies that have substantial non-infringing uses. Hollywood, of course, is expected to oppose this bill in every way they can possibly think up.
