Text Messaging Driver Charged With Murder

A driver in Norway who ran over and killed a 4-year-old girl while text messaging as he drove is being charged with murder. The article makes a big deal of the text messaging part of it. He’s being charged under a law that specifically forbids using handheld mobile phones in cars – but I don’t see why the text messaging was specifically singled out. The guy is clearly a moron for texting while driving, and he does deserve to be charged with murder for killing someone while driving recklessly. However, why make text messaging specifically a crime, as opposed to simply charging him with reckless driving and murder?
